THE relations between Harare and Beijing are set to increase this year, this was said by the Chinese ambassador to Zimbabwe Guo Shaochun during the 2020 end of year speech. Year 2020 marked 40th anniversary of diplomatic relations between China and Zimbabwe. China pledged to support, Harare’s new fire-year economic plan, the National Development Strategy 1. In all these years Hwange has seen many investors from China operating in the mining town in power generation, brick making, quarry and coal mining.
Zimbabwe historic path has foot prints of endurance, determination and resistance which are traceable in bumpy trajectories, slopes and mountain hikes including the protracted liberation struggle. The country’s notable successes in the last four decades today is confronted with the prevailing circumstances characterised with series of droughts, corruption by some senior officials, natural disasters and the COVID-19 pandemic has worsened and damaged the state of the economy. It is in times like these were real friends are seen exhibiting true commitment.
Since its launch in October 2000 as a vehicle for promoting Sino-Africa relations, FOCAC has become an effective mechanism for the collective dialogue and multilateral cooperation between China and the African continent. FOCAC is an institutional mechanism through which China sets out the terms of its engagement with Africa.
According to China’s Information Office of the State Council, financial resources for foreign aid include grants, interest-free loans and concessional loans. The first are provided through China’s state finances, while concessional loans are from the EXIM Bank. The government of China offers aid in eight forms: ‘complete projects, goods and materials, technical cooperation, human resource development cooperation, medical teams sent abroad, emergency humanitarian aid, volunteer programs in foreign countries, and debt relief’.
The late former President Robert Mugabe once described China as an all-weather friend to Zimbabwe. Since the days of the liberation struggle of Zimbabwe, China offered training, education and other forms of assistance to Zimbabwe. That relationship has been successive for decades, from the time of Mao Zedong to the current leader Xi Jinping. The Chinese have been coming to Zimbabwe to invest in various businesses. Despite some instances of unfair job practises and other allegations, the Chinese have flocked in Zimbabwe in their hundreds over the past decades investing in construction companies to manufacturing and power generation.
With the advent of COVID-19 pandemic China is standing with its affected friends and unconditionally honouring the vow to their union, ‘In peace and war’, despite itself having been hit hard by the virus in the early phase. The Chinese saw to it that the COVID-19 national centre at Wilkins Hospital, Harare has been renovated to meet the modern day medical infrastructure facilities. Jack Ma Foundation also donated hordes of PPEs and other essentials to use in the prevention and treatment of COVID -9.
Despite some countries politicising the disease, China is restlessly assisting countries worldwide to win the fight against the disease. The disease which was first discovered in China has proved to be an international pandemic, crossing national borders and continents, from race to race, calling for collective efforts to unite and face head-on the virus effects by being innovative and technologically oriented to meet the challenges of the day.
China’s Chief Envoy to Zimbabwe Ambassador Guo Shaochun speaking recently at the handover of anti – COVID-19 medical donations from the Chamber of Chinese Enterprises in Zimbabwe (CCEZ) at the state house told the gathering that the relationship between the two countries was not only at government level but business communities too. The words by Guo were demonstrated in Hwange when Sino Hydro, a Chinese company jointly operating with Zimbabwe Power Company at Hwange Power Station for the construction of Hwange stages 7 and 8 donated $1, 5 million and 15 000 face masks to 5 Miles Hospital in Hwange.
In his end of 2020 speech Ambassador Guo commended the business relationship between Zimbabwe and his country and promised a productive 2021,.
“We will bring more Chinese investors to Zimbabwe,” he said. The speech comes at a time the world is facing a new strain of Covid 19. Despite that the pandemic claimed many Chinese during its outbreak, the Chinese government is continuing to offer support to developing countries like Zimbabwe.
